A federal appeals court has unanimously blocked the Trump administration's Environmental Protection Agency from eliminating limits on fine particulate matter pollution, commonly known as soot. Three judges. Three votes against the rollback. Zero dissent. The unanimity matters. A 3-0 ruling is not a narrow legal decision where judges are divided on how to weigh competing interests.
